Project Background
Project Origin
Tainan City Underground Railway Project was approved by the Executive Yuan in September 2009, and is set to be completed in 7 years and 8 months. This initiative will be able to remove the spatial boundaries, land restrictions, traffic bottlenecks, air pollution, and scenic obstacles caused by the railway throughout the heart of the city. Its completion will mark a crucial point in the transformation of urban land design and restructure.
Once the railway system is shifted underground, the open space will be used for 2 purposes: the establishment of urban space public facilities including bicycle and pedestrian paths that passes through the heart of the city, and an opportunity to laterally connect the urban spaces to promote the fusion of college surroundings and the core urban districts that is separated by the railway. Hence the cases from the Urban Design Competition for Tainan Railway Station will serve as the basis for discussion for modifications of city planning and the design for the underground railway.
It is hoped that the International Innovation Concept Competition for Urban Design will attract both local and international designers in the areas of architecture, urban design, and landscape planning to combine the design elements of landscape and ecological architectural design. The theme is to develop the uniqueness of Tainan’s landscape, culture, and humanities and making it an international tourist attraction, plus increasing the citizens’ appreciation for the environment to improve the quality of the environment and public space in Taiwan.
Prospective
Development around the railway station will focus on strengthening the station’s function as the focus for new urban development and to serve as a center for future activities. The history of Tainan City will be incorporated into the theme to emphasis its urban development and transformation.
Connecting Transportation & Shopping
The main railway station is located at the core of transportation and the tertiary economic sector, hence the project will emphasize the creation of a comprehensive network to connect the paths and different means of transportation to reduce the distance of horizontal movements for logistic users.
The Fusion of Urban Culture & Local Businesses
The station is located at the key underground position, and both the front and rear of the station are highly crowded. Nonetheless, over crowdedness in business areas might result in negative feelings for consumers, so besides the basic function of the station, spaces will be allocated as front and rear plazas for activities and traffic relief.
Extension of Neighborhood Activities and Traffic
The station is located between the west and east end of Tainan City. In addition to the urban and city-level developments, local developments at the neighborhood level should also be considered. A look at the scale of public facilities at Tainan’s city center reveals that the mid-west side is the old city center, and is critically short of public facilities. Hence providing sufficient public facilities will be one of the main items of development. The east side of the city focuses on academics and cultural activities, therefore activities around the station and its surrounding areas should focus on the extension of its current image.
Project Scope
Tainan Railway Station is located at the east end of Tainan City in Taiwan. The project encompass the station’s surrounding streets, including Hsiao-Dong Road, Beimen Road, Minzu Road, and Qianfeng Road, with a total surface area of 10.26 hectares.
